Israeli Prime Minister Benjamin Netanyahu met with President Trump at the White House on Monday, September 29, to discuss a number of issues, including a U.S.-proposed ceasefire agreement, which includes a plan to immediately release all Israeli hostages, remove Hamas from power, and expand the circle of Israeli-Arab peace.

What is the “Plan for Peace”?

  • President Trump stated that—if accepted by Hamas—the plan would see the release of all 48 hostages within 72 hours, the disarmament of Hamas, and a demilitarized Gaza, led by a temporary transitional governing body made up of Palestinians and international experts, supervised by the new “Board of Peace,” led by President Trump.
  • The interim governing body would not initially include the Palestinian Authority. They would be required to complete a “reform program” before being granted the responsibility of governing Gaza.
  • The plan creates long-term parameters for creating a political horizon for the Israeli-Palestinian conflict while expanding the Abraham Accords

What has Hamas said?

Hamas has repeatedly rejected hostage and ceasefire deals since the last one expired in March 2025. According to Qatar's foreign ministry, Hamas is currently discussing the plan, but has not issued a reply yet. The terror group's leaders are reportedly meeting with Qatari and Turkish officials in Doha to discuss the plan.
