Dear Secretary Rubio,
Thank you for your leadership in pressing European partners to strengthen sanctions against Iran and advance the designation of the Islamic Revolutionary Guard Corps as a terrorist organization, critical steps in ensuring coordinated international pressure on the Iranian regime. As recent developments make clear, the challenge now is sustained implementation — ensuring that commitments translate into real consequences for the Iranian regime and tangible support for the Iranian people.
American Jewish Committee (AJC), the global advocacy organization for the Jewish people, commends the Administration and the State Department for steps already taken, including targeted sanctions, public statements of solidarity, and efforts to expand access to secure communication for Iranian civilians. At this pivotal moment, AJC respectfully urges additional measures to hold the regime accountable and increase protections for the Iranian people:
1. Expand accountability — Strengthen coordinated international sanctions and press additional allies to designate the IRGC as a terrorist organization.
2. Increase diplomatic pressure — Mobilize partners for formal condemnations, and where appropriate, diplomatic downgrades or expulsions.
3. Protect vulnerable Iranians — Provide safe pathways for at-risk Iranians, including journalists, activists, and human rights defenders, to escape persecution.
4. Sustain access to information — Support secure communications and independent human rights monitoring.

I hope to see you in Munich at the Security Conference, where there are many important issues to discuss, including these urgent matters.
