Systems powering social media, artificial intelligence, and online gaming shape how information spreads, how communities interact, and how citizens understand the world. These technologies enable innovation and open dialogue but can also be exploited to spread hate, manipulate public discourse, and target vulnerable communities. When misused—through harassment, bot networks, coordinated manipulation, or foreign influence operations—they can contribute to real-world harms, undermining user safety, child protection, election integrity, and public trust.
According to AJC’s State of Antisemitism in America 2025 Report, 73% of American Jews report experiencing antisemitism online, including 87% of those ages 18–29. AJC’s research shows that 65% of American Jews are concerned that generative AI chatbots may spread antisemitism, and 69% worry that AI-generated information or misinformation could contribute to antisemitic incidents.
Systems that can identify and address antisemitism are often better equipped to detect broader harms such as extremism, manipulation campaigns, and foreign influence operations, because antisemitic narratives frequently overlap with conspiracy theories, disinformation, and other tactics used by extremist and foreign influence actors more broadly.
Technology companies therefore play a critical role in safeguarding both freedom of expression and user safety by ensuring their systems are resilient against abuse.
Effective policies, moderation systems, and AI safeguards depend on recognizing how antisemitic narratives appear, spread, and adapt across society, platforms, and technologies.
In July 2024, Meta updated its hate‑speech policy on Facebook and Instagram to remove more posts that attack “Zionists” when the word is used in ways that function as hate speech against Jewish or Israeli people rather than simply referring to the political movement. Under the revised policy, Meta said that content will be taken down when the reference to “Zionists” includes antisemitic stereotypes, dehumanizing comparisons, calls for harm, or denials of existence, because in those cases the term is often a proxy for attacking Jews or Israelis.
TikTok’s redirect system for searches like “Holocaust” (or related terms) displays an educational prompt linking users to authoritative historical sources before or alongside normal search results. Users can still proceed to view content, but the platform inserts verified context to reduce the spread of misinformation.


When antisemitic content, harassment, or threats appear on digital platforms, technology companies must respond quickly, consistently, and at scale to protect users, disrupt abuse networks, and prevent harm both online and offline. Efforts to counter antisemitism must remain consistent with freedom of expression and legal protections. Not all offensive or controversial speech warrants removal; however, platforms still have a responsibility to address threats, coordinated abuse, incitement, manipulation, and content that violates their own policies.
X’s November 2025 “About This Account” feature reveals account locations, helping expose foreign, coordinated, or inauthentic actors spreading disinformation. The feature has reportedly helped identify accounts presenting themselves as domestic voices while operating abroad, including U.S.-appearing political accounts operating in Eastern Europe, Bangladesh, and Nigeria.
Preventing antisemitism on digital platforms requires proactive system design, transparent governance, and sustained investment in safety. Companies must anticipate emerging threats, address structural incentives that amplify harmful content, and work with experts and communities to strengthen resilience against evolving forms of online abuse.
Some technology companies have created dedicated internal roles focused on hate speech and antisemitism, recognizing the need for sustained expertise, coordination, and engagement with affected communities. While challenges in enforcement and platform governance remain, establishing clear internal responsibility can help improve consistency, transparency, and responsiveness over time.
In 2025, TikTok created a dedicated hate speech and content policy leadership role, hiring a Public Policy Manager, Hate Speech to develop and drive the company’s policies on hate speech, monitor trends in harmful content (including antisemitic speech), and help shape how TikTok responds to and moderates such material on the platform.
In like manner, Meta was the first company to have a dedicated point person responsible for engagement with Jewish communities and organizations.
Video games are now one of the largest social environments in the world. More than 3.3 billion people globally play video games, and over 110 million Americans participate in multiplayer gaming. Yet an estimated 83 million U.S. gamers report experiencing hate or harassment, and three out of four gamers ages 10–17 report harassment while gaming, including identity-based abuse.1
Gaming environments have been connected to extremist violence. Perpetrators of the Christchurch, Buffalo, and El Paso attacks all engaged with extremist communities through gaming platforms. The gaming industry, especially since October 7, 2023, faces heightened antisemitism in user-generated content spaces like Steam, Roblox, and Minecraft. Online conversation in games makes community moderation and management critical to prevent harassment and extremist content.2
Combating antisemitism in gaming requires integrated strategies across moderation, culture, incentives, and governance. Real-time voice chat, community forums, and player-created worlds can allow harmful behavior to spread quickly if safety systems are weak. Platforms must protect users, prevent predictable harms, and implement measurable, transparent safety outcomes, ensuring a healthy, inclusive, and accountable gaming environment.
Preventing antisemitism and harassment requires treating safety as a core design responsibility, not an afterthought.
Understanding the risks in live gaming environments: Recognize that antisemitism and harassment often emerge through real-time social systems—voice chat, live chat, and community forums—rather than the game mechanics themselves.
Strengthening moderation and reporting systems in real time: Invest in moderation systems for voice chat, live chat, and multiplayer communication, where antisemitic harassment and hate frequently occur. Protecting children and vulnerable players: Gaming platforms are major youth social spaces. Implement strong child-safety protections, including safeguards around adult–minor communication, harassment, and extremist recruitment risks in gaming environments.
Moderating user-generated content environments: Platforms hosting player-created worlds or content—such as Steam, Roblox, and Minecraft—should invest in stronger moderation and safety systems, where antisemitic content and harassment can spread rapidly.
Empowering trust and safety teams: Trust and safety functions should have sufficient authority, independence, and resourcing to address emerging risks, enforce policies, and guide product decisions affecting player safety.
Designing games to promote healthy communities: Game design choices shape player behavior. Incentive systems, progression mechanics, and community features should reward pro-social behavior and reduce incentives for harassment, abuse, or coordinated hate.
Collaborating with experts and researchers: Work with civil society organizations, researchers, and gaming industry partners to identify emerging threats and develop safer technologies.
