As global threats evolve, so do the challenges of safeguarding New York’s—and global—Jewry. At AJC New York’s latest Critical Conversations program, Rebecca Weiner, Deputy Commissioner for Intelligence & Counterterrorism at the New York Police Department, spoke candidly about the shifting security landscape, the risks facing Jewish institutions, and how law enforcement is adapting to an increasingly complex threat environment.
In a robust conversation moderated by AJC New York leader Sheila Scharfman, Weiner underscored that October 7 was not just an attack on Israel—it was a turning point for the Jewish people worldwide. The ripple effects have been felt acutely in New York, where extremists, both foreign and domestic, are exploiting global events to fuel antisemitic threats. The Deputy Commissioner also detailed how the NYPD is responding in real time, from strengthening patrols at synagogues and other Jewish institutions to leveraging intelligence networks that track threats before they reach the city’s doorstep.
The conversation also explored the growing role of digital extremism. While counterterrorism has traditionally focused on physical attacks, Weiner noted that the internet has become a breeding ground for radicalization. Disinformation, conspiracy theories, and online calls to violence have escalated at an alarming pace, making it essential for law enforcement to work not only on the ground but also in the digital sphere. The NYPD is actively engaging with federal agencies and tech platforms to disrupt extremist networks and prevent online rhetoric from turning into real-world harm.
New York’s position as the largest Jewish hub outside Israel makes it a symbol—and a target. But it is also home to one of the world’s most sophisticated intelligence operations. Weiner highlighted the NYPD’s international presence, which allows the department to gather intelligence far beyond city limits, often providing an early warning system for threats that might otherwise go undetected. This global reach, she explained, has directly strengthened Jewish security in New York, reinforcing the importance of cooperation across borders.
As the discussion wrapped up, Weiner stressed that security is not just a law enforcement challenge—it’s a collective effort. The NYPD relies on strong partnerships with community and global organizations, and AJC plays a key role in ensuring Jewish safety remains a priority for policymakers. As threats continue to evolve, so must the strategies to confront them. And through vigilance, collaboration, and proactive engagement, New York’s Jewish community can remain both protected and resilient.
