American Jewish Committee (AJC) commends Governor Hochul and the New York State Legislature for adopting a measured and effective policy on masked criminal activity as part of the final state budget agreement that passed this week.

The budget includes language that establishes a Class B misdemeanor for individuals who conceal their identity with a mask while committing a serious crime or fleeing the scene—an approach that AJC has consistently supported in conversations with state leaders and ally organizations.

At a time when Jewish New Yorkers and other vulnerable communities have faced rising threats from masked individuals seeking to intimidate, harass, and menace, this law sends a clear message: New York will not tolerate those who hide their identities to commit acts of hate or violence.

We thank Governor Hochul, Senate and Assembly leadership, and all those involved in negotiating this critical measure. AJC is proud to have played a role in guiding this outcome, which upholds both public safety and constitutional protections.
