Gayle Horwitz is AJC’s Director of Education Policy. In this role, she leads AJC’s national education policy agenda, partners with regional offices to promote inclusion and combat antisemitism in schools, and supports federal and state legislative efforts.
Prior to joining AJC, Ms. Horwitz was a senior attorney at the U.S. Department of Education’s Office for Civil Rights (OCR), where she served for 15 years. During her tenure, she wrote national education policy and resolved numerous cases related to race, sex, and disability discrimination in education.
A Cleveland, Ohio native, Ms. Horwitz serves on the boards of the Joseph & Florence Mandel Jewish Day School and the Jewish Education Center of Cleveland. She is the founding president of the Northeast Ohio Chapter of the American Constitution Society, which promotes civil rights education within the legal community. Recently, she completed the Wexner Heritage Program, a training program for promising Jewish leaders.
Ms. Horwitz earned her law degree from Georgetown University Law Center and holds a bachelor’s degree in journalism, with a minor in Judaic Studies, from The George Washington University.
